Detailed Description

Version 1 scratch-table admission maxima, in keys/rows and key bytes.

Set struct_size = sizeof(pf_scratch_tables_v1), version = 1, reserved = 0. K_q/B_q are reserved zero; q's two region descriptors remain empty. Each other K/B pair includes all distinct ever-stored keys, including erased keys. U/B_U cover all cohort IDs, V/B_V all exit-rank IDs (V <= 27), and R all rooted successors, including internally generated replacements. Counts and UTF-8/binary key-byte totals are admitted maxima supplied by the host, not estimates inferred from the number of bars. Bounded mode reserves one fixed slab before run preparation; exceeding the manifest fails the run with scratch_capacity_exceeded. The layout and every offset must fit uint64_t, size_t and off_t. Allocation failure remains out_of_memory. This policy is independent of the report sink. In bounded mode, all eleven maxima zero select the P0 policy at each begin: finite batches use that run's input-bar count, and streams without a declared lifetime use the fixed stream tier (warmup is not lifetime). Any nonzero maximum makes the entire manifest explicit, zeros included. The default is an admission policy, not a measured workload bound.
